The attached slide show about a Russian Hydro Plant failure shows how much energy is just trying to get out of these power plants... The normal operating pressure of these hydro turbines is just the height of water - - -
~.5 pounds per square inch per foot of water -- 200 meters is about 600 feet which equates to about 300 psi...
From the Brazilian narrative, I suspect that something strange was going on with the plant prior to the failure - for so many people to be on the operating floor - and for so many to have been killed - indicates that something was going on...
